The keynote speaker was Mr Erkki Tuomioja, Minister for Foreign Affairs of \u00a0Finland. Speakers included: Johannes Koskinen, Chair of the Constitutional Law Committee, Parliament of Finland, Britt Lundberg, Speaker of the \u00c5land Parliament, Dr. Kristine H\u00f6glund, Associate Professor Department of Peace and Conflict Research, Uppsala University Peace and Conflict Research, Ambassador Kai Eide, Ministry of Foreign Affairs, Norway, Dr. Sia Spiliopoulou \u00c5kermark, Associate Professor, Director of The \u00c5land Islands Peace Institute and Elisabeth Naucl\u00e9r, Member of the Parliament of Finland, representing\u00a0the\u00a0\u00c5land Islands. Moderator was Dr. Teija Tiilikainen, Director\u00a0of the\u00a0Finnish Institute of International Affairs.<\/p>\n

In her speech, the Director\u00a0of the \u00c5land Islands Peace Institute (\u00c5IPI)\u00a0Dr. Sia Spiliopoulou \u00c5kermark highlighted how the three\u00a0distinctcomponents of the \u00c5land Example \u2013 the demilitarisation and neutralisation, the self-government and the guarantees for language and culture all are relavant and may be used separately\u00a0and in combination\u00a0as tools in many current crises and conflicts<\/p>\n

Ambassador Kai\u00a0Eide\u00a0welcomed a greater interest in demilitarization as an alternative and Dr. Kristine H\u00f6glund maintained that research shows that it is less likely that conflicts are resolved\u00a0through negotiated arrangements\u00a0when the international community\u00a0has intervened violently.<\/p>\n

The importance of\u00a0regular\u00a0fora for discussion where both diplomats, civil servants and other practitioners on the one hand and\u00a0researchers\u00a0and representatives for the civil society can meet to discuss current issues was also emphasized. Sia Spiliopoulou \u00c5kermark wants the \u00c5IPI to be able to host such discussions at a Nordic level. Suggestions in this direction\u00a0have\u00a0already been proposed to the Nordic Council and the Nordic Council of Ministers.\u00a0<\/p>\n\n\n\n\n

About 120 persons, many of them diplomats, politicians or civil servants, attended the seminar \u201dThe Prospects of the \u00c5land Example as a tool of Nordic Peace Mediation – Tackling Identity Conflicts, Autonomy and Minority Rights\u201d that was held at the Parliament Annex Auditorium in Helsinki the 10th of April 2012. The seminar was arranged by the Finnish Institute of International Affairs and the \u00c5land Islands Peace Institute with the support of the Constitutional law Committee of the Parliament of Finland and the Contact group for \u00c5land and the Ministry for Foreign Affairs of Finland.<\/p>\n
