On the occasion of the Åland Peace Institute’s twentieth anniversary, a report was published focusing on the work that was done on Åland during the 1980s, and which led up to the founding of the institute. The process that led to a peace institute is characterized by different visions of the role of civil society, different views of what peace is and can be, and of the relationship between Finland and Åland. It is also an example of civil society’s opportunities to form opinions, and how a minority’s self-image can change over time.
