The competence of the European Union in migration matters has successively increased since 1999. Many directives and regulations concerning migration and integration has been adopted during recent years. The present report includes a mapping and discussion of the legal framework concering integration on the Åland Islands up until 2009: inlcuding the the fields of citizenship and right of domicile; employment and labour market issues; enterprise, social security, education and day-care; and different forms of public participation. An important conclusion of the report is that there is a lack of people with an holitic view of the system. Each authority, official or legal expert on Åland knows their own field, but nobody grasps the reality that the migrant to Åland faces and is expected to be able to deal with.
