On the occasion of the 20th anniversary of the Åland Islands Peace Institute, a report was published focusing on the work done on Åland during the 1980s, which led to the founding of the Institute. The process leading up to the establishment of the Peace Institute is characterised by different visions of the role of civil society, different views on what peace is and can be, and on the relationship between the kingdom and Åland. It is also an example of civil society’s ability to shape opinion, and how a minority’s self-image can change over time. The author of the report is Martha Hannus.
