The report focuses on two autonomous regions with legislative powers and longstanding and well-developed autonomy institutions- teh Åland Islands in Finland and the Basque Country in Spain. The EU has direct and indirect impact on the division of powers between the states and autonomous regions as well as on the workings and role of the parliaments and governments of autonomous regions possessing legislative competence.
